FLANP Policy Statement and Platform

FLANP was formed for the purpose of improving access to health care through removal of the legislative barriers preventing delivery of care by Advanced Practice Nurses. FLANP seeks to foster and support respect among all nurses. FLANP will only pursue policies which are in the public interest, and which promote access to affordable quality health care for all Floridians. It is the policy of FLANP to educate the public on health issues and the advanced practice of nursing in order to promote health and contain costs. FLANP seeks to work collaboratively with other corporate, governmental, nongovernmental, and professional organizations toward the accomplishment of our mission.

Platform:

  1. Full prescriptive authority with DEA credentialing for Advanced Practice Registered Nurses (APRNs).
  2. Designate Florida APRNs as severally culpable autonomous licensed independent health professionals.
  3. Change the legal professional name for NPs, CNMs, CRNAs, and CNSs to APRNs (consistent with the national standard). [As per NCSBN consensus model].
  4. Authorize APRNs to sign involuntary petitions for commitment (Baker Act –BA-52) forms. 
  5. Authorize APRNs to determine Maximum Medical Improvement (MMI) and Permanent Impairment Rating (PIR) for Workers’ Compensation claims. Authorize APRNs to prescribe home health care.
  6. Authorize APRNs to prescribe physical/occupational therapy.
  7. Empanelment of APRNs to all third party payers (all public and private entities) for full scope of practice services.
  8. Authorize APRNs to be Primary Care Providers (PCPs) under all third party payer plans.
  9. Authorize APRNs to sign death certificates.
  10. Authorize APRNs to sign fetal demise and birth certificates.
  11. Authorize APRNs to order all diagnostic and laboratory tests.
  12. Define APRNs as Licensed Health Professionals to sign all designated health forms.
  13.  Designate APRNs as Medicaid PCPs.
  14. Specifically designate APRNs to autonomously and independently act as directors for Florida Health Care Homes (AKA Medical Homes).
  15. Place all control of Florida APRNs, RNs, and LPNs solely under the auspices and control of the Florida Board of Nursing. Remove all aspects of professional nursing practice regulation from any other authority agency of government. [As per NCSBN consensus model].
  16. Change third party payer (insurance company) reimbursement to "any willing provider" status.
  17. Adopt the National Council of State Boards of Nursing consensus model for APRN regulation.
